Broward County School Board Votes to Approve Collective Bargaining Agreements
On Tuesday, May 2, 2023, the Broward County School Board unanimously approved contract agreements reached with the Broward Teachers Union (BTU), The Federation of Public Employees (FOPE) and the Police Benevolent Association (PBA) for the 2022/23 school year. The agreements include increases in compensation, which represent an investment of more than $25 million.
The highlights include:
BTU-ESP (Education Support Professionals)
- All unit employees in an active status as of the date of Board approval shall receive a one-time, non-recurring, non-FRS eligible payment of $1,000.
- Classroom Assistants will receive a minimum of a 4% increase to their base salary. Those employees who received the increase to $15 per hour in October 2022, and received a minimum of a 4% increase in October 2022, will not be included in this salary increase.
- All other Classroom Assistants who are in active status as of the date of Board approval shall receive a 4% increase to their base salary retroactive to July 1, 2022.
- The minimum salary for Teacher Assistants shall be increased to $16 per hour. All employees who are in active status as of Board approval shall have their base salary increased by a minimum of 4%.
- Program Assistants who are in active status as of the date of Board approval shall have their base salary increased by 4%.
BTU-TSP (Technical Support Professionals)
- All unit employees in active status as of the date of Board approval shall receive a one-time, non-recurring, non-FRS eligible payment of $1,000.
- All employees who are in active status on the date of Board approval will advance one step on the salary schedule, receiving an increase that totals 4%.
FOPE (Secretarial/Clerical)
All bargaining unit employees in active status as of the date of Board approval shall receive a one-time, non-recurring, non-FRS eligible payment of $1,000.
- 0 – 1-year tenure in the bargaining unit: 2% increase to the base salary.
- 1 – 2.99 years of tenure in the bargaining unit: 4% increase to the base salary.
- 3 – 14.99 years of tenure in the bargaining unit: 4.10% increase to the base salary.
- 15+ years of tenure in the bargaining unit: 5% increase to the base salary
FOPE 4 (Maintenance, Facilities, Security, Transportation)
- All unit employees in active status as of the date of Board approval shall receive a one-time, non-recurring, non-FRS eligible payment of $1,000.
Maintenance:
- Certified Trades and Trades-eligible employees shall advance one step on the salary schedule effective January 1, 2023. Those employees on the top step shall receive a one-time payment equivalent to 4% effective July 1, 2022.
- Eligible Automotive and Truck Mechanics shall receive a 4% salary increase effective July 1, 2022.
- Eligible Apprentices shall receive a 4% increase effective July 1, 2022.
- Eligible Foremen shall receive a one-time payment equal to 4% retroactive to January 1, 2023.
Facilities:
- Facilities Servicepersons shall advance one step on the salary schedule effective July 1, 2022.
- All other classifications on the salary schedule shall advance two steps on the salary schedule effective July 1, 2022.
Security:
- Eligible Security Specialists shall advance one step on the salary schedule effective July 1, 2022.
- Eligible Campus Monitors’ salaries shall increase by 4% effective July 1, 2022.
- Armed Safe School Officers shall advance two steps on the salary schedule effective July 1, 2022.
- All remaining classifications who are eligible shall receive a 4% salary increase effective July 1, 2022.
- Eligible Security staff who are at the top step of the salary schedule shall receive a one-time payment of 4% of their salary.
- Continuance of the $1,500-Armed Safe School Officer’s year-end bonus and $750 supplement for security floaters.
- An additional two days added for Campus Monitor training.
Transportation:
- Bus Operators shall advance one step on the salary schedule.
- Bus Attendants shall advance one step on the salary schedule.
PBA (Special Investigative Unit)
- Eligible employees will receive a salary increase and a one-time $1,000 payment.
- All unit employees in active status as of the date of Board approval shall receive a one-time, non-recurring, non-FRS eligible payment of $1000.
- All employees who are in active status on the date of Board approval will advance one step on the salary schedule.
- Employees whose effective start date is on or before June 30, 2022, will receive a 4% referendum supplement for the 2022/23 school year.
This wraps up all collective bargaining agreement negotiations. With the School Board’s approval, District staff will work to provide the agreed-upon salary increases and stipends as soon as possible.
